There has been a rapid growth in elder abuse cases all over California, especially in major cities such as San Francisco, and Los Angeles. The United States Bureau predicts that the population of seniors in California will double within the next 20 years. It is also projected that 43% of the 65 year old and over will be living in a nursing home at some point in their lives.

Furthermore, elder abuse that occurs in assisted care facilities may be difficult to observe. This is because elders may be under the sole care of a particular caregiver. When the senior becomes too dependent on the caregiver, they often ignore the signs of elder abuse they may experience.
